Grassroots partnerships are essential for reaching historically undercounted communities, and for achieving a fair and accurate census more broadly. CPEP engages community partners to build and leverage the strength of trusted community voices for a successful enumeration. Specifically, CPEP aims to achieve three key objectives:. Educate people about the Census and foster cooperation with enumerators. Engage grassroots organizations to reach out to hard-to-count HTC groups and those who are less motivated to respond to the national campaign.
The Bureau has since prepared written guidelines for making decisions on partnership engagements. However, the guidelines fall short in that they still do not address how partners may 1 characterize their associations with the Bureau and 2 use the Bureau's logo. Although the Bureau developed a monitoring system for tracking, planning, and analyzing partnership efforts throughout the nation, it was not fully tested before it went operational because of time constraints.
The goals of the NPP are to:. A variety of print and electronic materials will be developed and utilized to both inform and motivate residents to participate. Among the products that may be developed are fact sheets, brochures, posters, frequently asked questions FAQs , and stakeholder-support statements. Informational, educational, and promotional materials are developed and distributed to stakeholders and residents.
For the Census, the Partnership Program will expand upon and develop new tools and systems to automate and enhance the IPC operation for more efficient and effective communication.
As discussed earlier, the IPC has taken great strides in learning more about new innovating technology since the Census. Many of the innovations are directly reflective to how we communicate.
